Primary Purpose of Job
Leads the Human Resources in administering human resource policies, programs and practices involving employment, training, development, compensation, benefits, performance management, employee relations, recruiting and retention and compliance with all federal, state and local laws. The Senior Director of Human Resources is a core member of the senior management team and is responsible for the strategic human resource planning at The Communities of Don Guanella and Divine Providence (CDGDP).
Essential Job Functions
- Plans, develops, organizes, implements, directs and evaluates the organization’s human resource function and performance.
- Participates in the development of CDGDP plans and programs as a strategic partner but particularly from the perspective of the impact on people.
- Translates the strategic and tactical business plans into HR strategic and operational plans.
- Evaluates and advises on the impact of long range planning of new programs/strategies and regulatory action as those items impact the attraction, motivation, development and retention of the people resources of CDGDP.
- Develops staffing strategies and implementation plans and programs to identify talent within and outside CDGDP for positions of responsibility. Identifies appropriate and effective external sources for candidates for all levels at CDGDP.
- Develops progressive and proactive compensation and benefits programs to provide motivation, incentives and rewards for effective performance.
- Develops programs to allow CDGDP to embrace applicants and employees of all backgrounds and to permit the full development and performance of all employees.
- Develops human resource planning models to identify competency, knowledge and talent gaps and develops specific programs for the filing of the gaps. Areas of activity will include training and development programs for preparing employees for more significant responsibilities.
- Continually assess the competitiveness of all programs and practices against relevant comparable organizations.
- Establishes credibility throughout the organizations, with management and the employees, in order to be an effective listener and problem solver of people issues.
- Develops appropriate policies and programs for effective management of the people resources of CDGDP. Included in this area, but not limited only to the following, would be programs for employee relations, affirmative action, sexual harassment, employee complaints, external education and career development.
- Enhances and/or develops, implements and enforces human resources policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness; In particular, manages the human resource information systems database and necessary reports for critical analyses of the HR function and the people resources of CDGDP.
- Coordinates the activities, programs and strategic HR plans throughout the corporation.
- Maintains knowledge of HR policies, programs, laws and issues; participates as an active member of the Society of Human Resources Management.
- Provides technical advice and knowledge to others within the human resources discipline.
- Manages other areas such as employee communication, employee safety and health and community relations.
- Manages the budget and other financial measures of the Human Resources Department.
- Continues improving the programs, policies, practices and processes associated with meeting the strategic and operational people issues of CDGDP.
- Provides the evaluation of the human resources division structure and team plan for continual improvement of the efficiency and effectiveness of the group as well as providing individuals with professional and personal growth with emphasis on opportunities (where possible) for individuals.
- Maintains confidentiality in all matters pertaining to individuals residing at CDGDP, families and significant others.
- Ensures hiring and employment practices support CDGDP’s commitment to safety, quality, risk aversion, liability reduction and service excellence.
- Performs ongoing review of CDGDP policies, procedures and practices and related manuals, postings and other requirements to ensure compliance with federal and state law. Utilizes outside council advisedly. Reviews policies, practices, notices, etc. relative to COBRA, FML, ERISA, EEO/AA, HIPPA and other regulations/directives.
- Serves as co-chair for CDGDP’s diversity, equity and inclusion initiatives.
- All other duties as assigned by Supervisors.
- Bachelor’s degree in an area relevant to Human Resources or equivalent experience is required. Master’s Degree in Human Resources Management is preferred.
- HR Certified through HRCI and/or SHRM preferred.
- Minimum of eight (8) years of HR experience is required. Experience with progressive supervisory roles in core HR disciplines is required.
- Sound working knowledge of HR regulatory issues, organizational concepts, legal resources and relevant regulatory factors (local, state, and federal).
- Ability to obtain and maintain satisfactory criminal, child abuse and FBI clearances and a physical examination.
- Excellent verbal and written communication skills in English.
- Thorough understanding of employment law and government regulations that affect Human Resources.
- Understanding of Department of Health and Department of Public Welfare and other regulations and standards affecting DGV and or DPV and their personnel implications.
- Excellent interpersonal skills including the ability to provide training, resolve disputes, and maintain confidentiality.
- Strong organizational skills.
- Strong computer applications skills with MS office products such as Word, Excel, PowerPoint and the ability to quickly learn other specialized programs such as GP HR, HRSoft, Kronos, Paxon, Quadra, etc.

Supervisory Responsibilities:
This position is responsible for supervision of a HR Coordinator and a HR Manager.
Work Environment:
While performing the duties of this job, the employee will be required to work in a variety of settings and environments and has an occasional exposure risk to adverse weather conditions.
The noise level in the work environment is usually light to moderate and the office is subject to frequent interruptions throughout the day.
Physical Demands:
The employee must occasionally lift and /or move up to 50 pounds.
Specific vision abilities required by this job include Close vision, Distance vision, Peripheral vision, Depth perception and Ability to adjust focus.
While performing the duties of this job, the employee is regularly required to sit for long periods of time; use hands to finger, handle, or feel; reach with hands and arms and talk or hear. The employee is frequently required to walk, stand, and sit.
The employee is occasionally required to climb, stoop, kneel, crouch and taste or smell.
Hazards:
While performing the duties of this job, the employee may face low exposure risks to blood borne pathogens, with a low exposure risk to hazardous materials.
